The long-term goal of the Hemofarm Group is to be an active participant in the development of Vršac and the region at large. This includes improvement of economic strength, business contacts world-wide, regional development, and citizens' standard of living. Experience has demonstrated that technology parks represent one of the most effective forms of assisting and promoting the development of small and medium enterprises, together with the development of new technologies in the given environment.
As a rule, technology parks are an integral part of any strategic plan for economic and social development of towns, regions and states. Moreover, they provide services that are the foundation for a technological superstructure: site, administration, infrastructure, telecommuni-cation networks, efficient business environments, marketing and entrepreneurial promotion, etc. Therefore, this is an ideal place where ideas and capital meet and where industry and markets coalesce, supported by efficient administrative and promotional functions.

The strategy of entrepreneurial zone development has been planned as a major Hemofarm Group initiative toward the formation of a technology park in Vršac. The main focus is on providing support to newly founded small and medium enterprises through various forms of production and technica cooperation, joint ventures and capital investment, the exchange of business experience, abilities and connections with foreign partners in order to optimise regional potential. The construction of the administrative building has been planned to include accompanying facilities such as bank and post offices and maintenance and security services.

The technology park development area is situated in the southwest part of Vršac in the area between the Belgrade - Vršac - Timisoara (Romania) railroad and the main Belgrade - Vršac - Vatin (Romania) route. It also directly borders the Hemofarm Group complex. The surface area covering 30 hectares has a well-equipped infrastructure (roads, connections to waterworks, sewage systems, electrical energy supply, telecommunication networks, gas mains, landscaping, and parking lots), with a customs outpost and freight companies in the immediate vicinity. The Yugoslav Airlines flight academy and its accompanying airport are also located on the outskirts of Vršac. The runway can currently be used for business purposes. The expansion of the existing Vršac airport is in the planning process.

The core objective for the development of enterprises within the technology park is the introduction of profitable production, along with efficient utilisation of limited resources and implementation of the highest environmental standards. Realisation of the aforementioned development objective of the Technology Park in Vršac includes:

An active role for Hemofarm Group in

a) creating a favourable business atmosphere in the local environment, attractive to foreign and domestic investors;
b) rendering support to the establishment of small and medium enterprises through implementation of different models of joint ventures and direct foreign investments;
- providing construction sites for small enterprises (prospectively also business premises and storage facilities leasing) and rendering complete logistical support;
- expansion of production and technical cooperation, as well as rendering assistance to future companies from certain specialised departments within Hemofarm such as management, marketing, technology transfer, administrative
- operations, financial and project consulting, research and development, laboratory services, etc;
- promotion of innovation, implementation of modern, economically and environmentally efficient technologies on the one hand, and the development of small enterprises with the implementation of "standard" technologies, on the other hand;
- modernisation and development of existing production capacities, along with increase in production volume, employment, and in overall efficiency of business operations;
- diversification and restructuring of industrial production with introduction of new, environmentally friendly products based on new technologies and new materials in accordance with market demand, and - implementation of industry viable development principles that includes implementation of instruments and standards of product quality assurance and environmental compliance (e.g., ISO standard 9000, ISO 14000, etc.).

Strategic decisions for business development in the technology park should conform to core criteria:
economic and social profitability, technical and technological dynamism and innovation, empowerment of qualified personnel, efficient utilisation of created and natural resources, and environmental compliance.


From the point of view of local and regional environmental interests, the main priorities in the selection of development activities and business programmes are:


- harmonisation with resources and capacities;
- an increase in the employment rate,
- acceleration of the economic growth rate,
- high return rates on investment,
- contribution to more even distribution of activities and production facilities,
- attracting of additional business activities,
- better utilisation of reusable as well as limited natural resources,
- development of energy efficient and environmentally friendly technologies,
- an increased share of modern technology and innovation in the business portfolio of Vršac and the region.

An example of the initial success of the strategy implementation is Zannini-Hemofarm, the first joint venture for Technology Park Vršac. This joint venture produces modern packaging for the pharmaceutical industry in the country and abroad.

The basic lot size in the Technology Park is about 18m x 18m, i.e., the area of 324 m2.

The corresponding plant size can be from 160m2 to 320m2.

Larger lots are intended for construction of medium-sized enterprises with facilities up to 1000m2.

Construction of greater industrial capacities, 1000 to 4000 m2 or even more, is possible through the merging of several lots that are 72m wide and 126m long.
