NATIONAL BANK OF SERBIA
Serbian state has, after liberation from the Turks, started its new centuries old existence by establishing the most important state and cultural institutions - National library (1832), Lyceum – precursor of the Expert High School Institution (1838), Society of the Serbian Consciousness - later, Science Academy (1841), of the National Museum (1844) and the National Theatre (1868).
During the time of formation of those national pillars, the monetary system of Serbia was characterized by the lack of national money and utilization of even 43 banknotes of other states. The first Serbian money, minted of copper and silver already in the time of King Uros (1243-1276), as well as the money issued by the later Nemanjici, was just a rare nemismatic value.
The need to establish Central Bank was becoming more and more obvious. In "Serbian Newspapers", in the article “Contemporary monetary crisis”, published in 1854, we find the first written record on the necessity of founding one such institution. However, from the first initiative about that to its implementation, three decades passed. Just in 1884 such an institution has started to work under the name Privileged National Bank of the Serbian Kingdom.
The Bank has been organized modeling upon the Belgium National Bank, which in that time stood for the template of modern organization of the banking institution. Shareholders' Assembly was formed, the Main Board, Management Board Supervisory Board and Discounting Board and the governor and vice governor functions have been established (the first governor was Aleksa Spasic, until then, Minister without Portfolio)
Although established as privileged private shareholder's institution. Bank operations were performed under constant state control. Until 1920 when its territorial authority has been expanded, the legislator considered Bank merely as a credit institution, and since 1931 the first function has been allocated to it - monetary policy, and as second - credit policy. The first and the most important task of the Bank which, according to the changes of the state name since 1929 it operates under the title of the National Bank of the Kingdom of Yugoslavia , starts to take care of money and maintains its stability.
During the Second World War (since April 1941 to October 1944) it has performed the jobs from its representative office in London . In September 1946 the Bank has been nationalized and since then it performs its functions under the title of the National Bank of Yugoslavia.
By the Law on Implementation of the Constitutional Charter of the State Union of Serbia and Montenegro which has come to force on February 4th 2003, the National Bank of Yugoslavia continues still to work as the body of the Serbian state. The Law on the National Bank of Serbia , which was enacted onthe 19 th July 2003 status, organization, authorities and functions of the National Bank of Serbia have been established.
